OLD BUILDINGS MADE ROOM FOR 21,934 HOMES.

Nine hundred thirty-nine completed rehabilitations turned underused historic buildings back into homes, businesses, workplaces and community spaces while supporting an estimated 163,000 jobs.

OLD BUILDINGS MADE ROOM FOR 21,934 HOMES.

A new National Park Service report says the federal Historic Tax Credit helped create 11,544 housing units through adaptive reuse and rehabilitate 10,390 existing units in fiscal 2025. Of the 21,934 homes, 53% were for low- and moderate-income households.

WHAT HAPPENED

The National Park Service certified 939 completed rehabilitation projects representing about $9.6 billion in private investment. A Rutgers economic-impact analysis estimated the work supported roughly 163,000 jobs, $18.1 billion in output and $9.2 billion in GDP. Examples ranged from a long-vacant mill converted to 86 apartments to a former VA hospital converted into more than 200 apartments and offices.

WHY THIS IS HOPESLOP

This is progress that starts with what communities already have: vacant or underused buildings, skilled trades and decades of embedded carbon. Preservation became housing production, local work and renewed civic space instead of demolition and another empty lot.
