ALLEGHENY COUNTY SIGNED A 12-WEEK PAID PARENTAL LEAVE LAW.
A local law turns a family-support promise into paid time.

County Executive Sara Innamorato signed legislation guaranteeing up to 12 weeks of paid parental leave for workers at covered employers in Allegheny County.
WHAT HAPPENED
County Council passed the measure 11–4 and the county executive signed it on October 22. The law applies to employers with at least 15 workers, with employee eligibility after six months and 625 hours worked. The county has one year to build the implementation and enforcement system.
WHY THIS IS HOPESLOP
Paid leave changes a major life event from a private test of savings into a shared workplace standard. This is meaningful progress because it reaches across employers rather than depending on a single generous company. The benefit is not immediate, however, and the real test will be implementation, enforcement and any legal challenges.
